Feedback on GitHub Issue Templates

Hello everyone, it has been a bit over two weeks since we added the GitHub issue templates to rust-lang/rust, and we wanted to know if people had feedback on the change. Feel free answer any or all of the blow questions along with any other feedback. You can message me your feedback privately if you'd prefer.

Just as a small note, the "Blank Issue" template isn't strictly required, as GitHub always provides the option to open a blank issue instead (though it is de-emphasized):

I think the best part of the issue templates is the fact that this allows issue creators to attach tags to the issue on creation (in a limited fashion). I think that ideally, an issue report should be able to start out with any A- label, but doing so with GitHub's current issue templates would be a bit much; rather this should be via some feature to allow non-collaborators to edit (some) tags (in a slightly less limited fashion).

I'm aware that blank issue isn't strictly needed, but when I initially pitched this the feedback I got is that, that "Open a blank issue" is hard to find. So I addressed that with the extra template.
