I don't think this is a problem (at least on the page you linked to).
The <u>
elements that are styled to look like the <a>
elements are in uppercase and obviously don't link to anything, except the grant category titles. Those are a bit confusing.
Hard disagree. The underlined words that aren't links, early on, prime your brain to think that underlining is just emphasis throughout the page. So you when you get to the actual links you read past them without noticing and then are left wondering "wait, where are the links to the grant program details???"
Or that's what my brain just did anyway.
Reporting this here likely isn't going to reach anyone at the Foundation. I would recommend opening an issue at Issues · rustfoundation/foundation.rust-lang.org · GitHub.
