1.13 prerelease testing

Hi there.

1.13 is coming out tomorrow.

Please give it a test. To install the toolchain for testing run rustup update stable-2016-11-08, then run cargo / rustc like cargo +stable-2016-11-08 build.

:+1: for teaching me the cargo +stable syntax. I haven’t seen that one before and have been using rustup run stable cargo instead.
