Rust 1.72.1 pre-release testing

The 1.72.1 pre-release is ready for testing. The release is scheduled for September 19. Release notes can be found here.

You can try it out locally by running:

RUSTUP_DIST_SERVER=https://dev-static.rust-lang.org rustup update stable

The index is https://dev-static.rust-lang.org/dist/2023-09-14/index.html.

What's the primary reason behind the point release? The exponential compile time seems the likeliest, and the issue appears to back that up. It's not super clear.

According to the linked zulip discussions the performance regression one (#114948) is the only one of the backports that was voted as “justifies a dot release”, so it seems to be the primary reason indeed.

The release notes really need to be split. Can't be viewed in the browser (this blob took too long to generate). Maybe split by year or edition?

Sounds great, but I was on my phone when I wrote that (and now too). So not an option.
