Requirements for adding a new target platform

What are the requirements for adding a new bare-metal target to the mainline?

I could personally do with armv7a-none-eabi. I’ve managed to create the spec and run code with xargo, and it was straight forward enough.

Similar targets exist (i.e. Cortex-M/R, thumb targrts, AArch64-none).

Does this platform not exist just because of low demane?

Is there any reason not accept a theortical PR adding it?
