Cargo: Allow loading plugins into dependencies

This issue which huon created on my behalf requests a feature in cargo to allow specifying a list of plugins that will be included by default.

I’d like some discussion about this – on one hand I have a very practical use case, on the other hand I don’t assume I understand the implications fully.
