Community-supported build slaves for 2nd tier platforms

@wgr It would be great if we could distribute community-built nightlies as part of our infrastructure.

To do that we would need to add slaves just for the 2nd-tier dist builds and adjust the buildbot code to allow 2nd-tier dist builds to fail.
