We sure do. For that reason each std type should have a clear, unambiguous, stable behaviour which has no hidden surprises.

It sounds like you have just started learning Rust and have a poor grip on its design and libraries. Without knowing the current priorities and tradeoffs (including ergonomic tradeoffs of using something like a Cow<'static, str>), you're not making any convincing argument for your position.
