Travis for rust-lang/rust has been broken for some time. Does anyone know what is causing the failure and how can one fix it?

Apparently this was Docker PID 1 problem.
So is it fixed? Do we get shiny new nightlies today? 
That’s an unrelated problem, but @alexcrichton has been working on that too!
