Prerelease for 1.30.1

The 1.30.1 release is scheduled for tomorrow, and stable artifacts are ready for testing.

You can test via rustup with RUSTUP_DIST_SERVER=https://dev-static.rust-lang.org rustup update stable ; the artifacts are here: https://dev-static.rust-lang.org/dist/2018-11-07/.

Release notes can be found here: https://github.com/rust-lang/rust/blob/stable/RELEASES.md#version-1301-2018-11-08. There’s also a few more commits included in the release, mostly fixing a few mistakes made in the previous release’s release notes.
