They’re required when using atomics in volatile memory, e.g. when atomic is in shared memory and is used to synchronize between processes. The last state was that I was able to make my case that volatile atomics are a concept that makes sense, but didn’t have the energy to push it further. I would be happy to see this revived and am willing to help with implementation.
