IRC notifications now going to #rust-bots

As discussed in a previous thread, all notifications have moved out of #rust-internals and #cargo to #rust-bots. If you have an irc bot which produces interesting output, please point it there too. Let us know if you have ideas for other interesting notifications we could produce in the channel.
