1.37 prerelease testing

The 1.37.0 prerelease is ready for testing. It’s scheduled to be released on Thursday the 15th. Release notes can be found here: https://github.com/rust-lang/rust/blob/stable/RELEASES.md.

You can try it out locally with:

RUSTUP_DIST_SERVER=https://dev-static.rust-lang.org rustup update stable

Artifacts can be found here: https://dev-static.rust-lang.org/dist/2019-08-13/.

The release notes don't mention cargo vendor, which AFAIK is new in this release.

We'd be happy to take a PR (though it won't make it into this stable release); it'll be mentioned in the blog post though! It was probably excluded by mistake.
